It will never happen.
Bosses will never relinquish the power, control and domination they exercise over people while they are in the workplace.

Successful owners express results in profit and largely don't care how as long as it legal and safe (subset of legal). They are outward looking.

It is the the inward looking, control freaks that "will never relinquish the power, control and domination they exercise over people". You know the SJW types, Human Resources, Socialists and others who get their "jollies" off on making people do what is "best" for them.

The disproof of your position is the plethora of field jobs where, though not at home, they are certainly not in an office.

As others state here, many managers are not comfortable with home working for various reasons.

One reason is to do with their own social status i.e. dressing up for work, getting out of the house, then the need for identification or 'status' as a 'manager' with x number of personnel working under them..... nowadays this has been diluted through 'manager' job descriptions for glorifed clerical asst. positions.... ham fisted job preservation as digital cuts a swathe through administrative positions, yet can improve how things are done i.e. effective vs efficient.
